Replace mode-based output routing with unified output priorities, add independent role automation and auto-use controls, preserve legacy preferences through migration, and keep both device lists independently scrollable.

Summary
Why
Users may want different devices for input and output. Previously, saving a filtered device list could remove unavailable devices from the saved priority order, causing them to return at the bottom when reconnected.
This change keeps one complete priority order per role. Normal-list reordering preserves unavailable devices, while Edit mode exposes the complete remembered order.
Validation
./build.shfor arm64 and x86_64.
